A module written in a Credo config (Credo.Check.Design.TagTODO), identified by its name.

parse_config/1 reads the text of a config without evaluating it, so the module may not exist in the running VM; no atom is created for it. It prints like the module (inspect/1 shows Credo.Check.Design.TagTODO) and is a struct, so it can never compare equal to a plain string or atom in the config.
